Special Issue on Information Customization Systems, IEEE Intelligent Systems. Call for Submissions. The deadline for submissions is 11 July 2002.
"IEEE Intelligent Systems seeks general-interest papers on all aspects of artificial intelligence, focusing on the development of the latest research into practical, fielded applications." A bimonthly publication of the IEEE Computer Society, IEEE Intelligent Systems, "reaches an international audience of professionals who specify, design, document, test, use, maintain, purchase, engineer, sell, teach, research, and manage the production of intelligent systems. The readers are particularly interested in learning about new tools, techniques, concepts, and current research and development activities that can be used in real-world applications... IEEE Intelligent Systems emphasizes current practice and experience and promising new ideas that are likely to be used in the near future. We welcome articles on topics across the spectrum of related work."
"With the rapid increase in the number of online resources, the promise of information customization systems (if not their actual utility) is becoming highly attractive. We envision that IC system users will be able to log on to their favorite information devices (wired or wireless) and receive a customized presentation of current information culled from diverse resources. These systems will continuously update this presentation as new information becomes available. They will gracefully adapt to users over time, demonstrating increased accuracy and robustness in relation to users' changing interests. IC systems are different from conventional search engines or database systems. The basic problem IC systems address is identification of relevant information from dynamic resources (resources that are updated frequently) with little or no user intervention. IC systems combine techniques from information retrieval, machine learning, and user-computer interaction, and they perform many of their key functions autonomously (sometimes referred to as agent-driven operations). In a typical IC system, a key operation is learning and modeling the user's interest and task context. On the basis of the user and task models, IC systems take various proactive actions involving resource identification, query formulation and refinement, retrieval, and information organization for their users. Implemented IC systems provide a broad range of services, including information filtering, recommendation, and personalization. Certain key applications, such as recommenders in e-commerce sites, have demonstrated strong utility and have grown in popularity. For certain other applications, such as personalized "My services" in portals (for example, My Yahoo, My Lycos, My Schwab, and so on), the outcome is less clear. The challenges to designing effective IC systems are many. They arise primarily from balancing the demands of modeling the user and task with the demands users place on the system."
This special issue will bring together research on the following three broad categories and other closely related topics. The goal is to attract contributions from academic and industrial IC researchers that present recent findings and point to novel and promising solutions.
"Representation - Interest model capture and representation; User interest shift detection and model adjustment; Task and situation modeling; Interest modeling during rapid domain changes; Interest modeling over multiple domains; Interest modeling for user groups or user communities"
"Interaction - System autonomy versus user control; Transparency and comprehensibility of user and task models; The relationship between interaction and model accuracy; Multimodal interaction and interaction with handheld IC systems"
"Usability - New metaphors and visualizations for user-IC agent communication; The impact of privacy protection functions on IC; Evaluation methodologies for IC systems"

2002 ACM Workshop on Digital Rights Management, in conjunction with the 9th ACM Conference on Computer and Communications Security (CCS-9), 18 November 2002, Washington, DC, USA. Call for Papers. The deadline for submissions is 15 July 2002.
"Increasingly the Internet is used for the distribution of digital goods, including digital versions of books, articles, music, and images. The ease with which digital goods can be copied and redistributed make the Internet well suited for unauthorized copying, modification and redistribution. The rapid adoption of new technologies such as high-bandwidth connections and peer-to-peer networks is accelerating this process...Digital Rights Management (DRM) systems are supposed to serve mass markets, in which the participants have conflicting goals and cannot be fully trusted. This adversarial situation introduces interesting new twists on classical problems studied in cryptology and security research, such as key management and access control. Furthermore, novel business models and applications often require novel security mechanisms. Recent research has also proposed new primitives for DRM, such as hash functions that make it possible to identify content in an adversarial setting."
This workshop "addresses technical problems faced by rights holders (who seek to protect their intellectual property rights) and by end consumers (who seek to protect their privacy and to preserve access they now enjoy in traditional media under existing copyright law)."
"The workshop seeks submissions from academia and industry presenting novel research on all theoretical and practical aspects of DRM, as well as experimental studies of fielded systems. We strongly encourage submissions from other communities, such as law and business, that present these communities' perspectives on technological issues. Accepted papers will be published in a volume in the Springer Lecture Notes in Computer Science (LNCS) series."
"In additional, we encourage submissions in the area of Digital Policy Management (DPM). DPM is an emerging technical discipline that deals with the design, analysis, implementation, deployment, and use of efficient and secure technology for automated processing of general information goods (not just entertainment content!) according to programmable rules and policies. Scenarios in which DPM is needed include companies' handling of consumer information according to enterprise-wide privacy policies, distributed policy and trust management for Web services, and policy support for supply-chain management in B2B ecommerce."
"The 2002 Workshop is the second in what we hope will be a yearly forum for papers on all technical, business, and legal aspects of DRM and DPM." For more information about the program of the 2001 workshop, see <http://www.star-lab.com/sander/spdrm>.
"Topics of interest include, but are not limited to, the following, as they relate to DRM:
"Submissions must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a conference with proceedings. Submissions should be at most 15 pages excluding the bibliography and well-marked appendices, using at least 11-point font and reasonable margins. Committee members are not required to read the appendices, and thus submissions should be intelligible without them. Each submission should start with the title, abstract, and names and contact information of authors. The introduction should give background and summarize the contributions of the paper at a level appropriate for a non-specialist reader. Accepted papers will be published in a proceedings in the Springer Lecture Notes in Computer Science (LNCS) series after the workshop. During the workshop, preproceedings will be made available. Preproceedings contributions will be due approximately one month before the workshop, and final versions approximately one month after; authors will have a chance to revise based on discussions at the workshop before submitting their final versions."

Grants to State Library Agencies, Institute of Museum and Library Services. Call for Program Proposals. The deadline for submissions is 31 July 2002.
"The Library Services and Technology Act (LSTA) of 1996, a section of the Museum and Library Services Act, promotes access to learning and information resources of all types of libraries for individuals of all ages. Through the legislation, IMLS provides funds to State Library Agencies using a population-based formula. State Libraries may use the appropriation to support statewide initiatives and services; they may also distribute the funds through competitive subgrant competitions or cooperative agreements to public, academic, research, school, and special libraries in their state."
"LSTA outlines two broad priorities for this funding. The first is for activities using technology for information sharing between libraries and between libraries and other community services. The second is for programs that make library resources more accessible to urban, rural, or low-income residents, and others who have difficulty using library services."
"Each state has a five-year plan outlining its state programs. These programs support the LSTA goals, which are to:

Goings On
Creating a European Forum for Open Archives Activities, 13 - 14th May 2002, Pisa Italy.
"The "open archives" approach is gaining popularity in the scientific, cultural and learning communities. The technology adopted makes it possible to disseminate and exploit content that is currently not accessible to the wider public at a relatively low cost. If the full potential of this approach is fulfilled, it will have a significant impact on the building of new and more powerful service provision."
"The Open Archives Forum (OA-Forum) is a EC 5th Framework Accompanying Measure for supporting the dissemination of information about European activities that adopt an open-archives based approach. OA-Forum aims at building a forum where European and national initiatives that use this approach can share their experiences and co-ordinate the development of software tools and infrastructures. Special attention is dedicated to those initiatives which are implementing or using the Open Archives Initiative Metadata Harvesting Protocol (http://www.openarchives.org)."
"The First OA-Forum Workshop seeks to bring together researchers, technical implementers and project managers who are experimenting, or are willing to experiment, with the open archives approach. The goal of the Workshop is to set up the basis of a European forum for sharing experiences and solutions and encouraging networking among projects."
"The workshop will consist of both presentations given by invited speakers and small groups breakout sessions where the participants can discuss key issues, possibly raised during the workshop itself." Possible topics include:
"Communities - What communities can benefit from the open archive approach? Do incentives, technical and organizational challenges, etc. differ in different communities? Which communities are already implementing the Open Archive Initiative Metadata Harvesting Protocol or other solutions? What kinds of services are emerging?"
"Definition of the key vocabulary - Can we agree on basic terminology? What are the main concepts that are used in the open archive everyday activity? Do these concepts differ for different communities? Are the definitions of these concepts clear? Can we jointly build a glossary."
"Organizational Issues - What lessons about organizational issues, both barriers to adoption and positive factors, can we learn from early adopters? Which are the business models adopted? Are there issues related to subject-based archives as opposed to institutional-based archives? Can organizations reach consensus on metadata formats?"
"Technical issues - Which kind of software tools are needed to support the open archives approach? What tools are already being used? Who is developing them? In Europe? Elsewhere? Are they available to other implementers? Is there an appropriate "Open Source" environment for these tools?"
"Building services in an open archive environment - What lessons have been learned by early-adopters of the open archives approach in the context of service provision? Can we extend openness to services? How can this be supported? Which kind of organizational and technical infrastructures are needed to facilitate this development?"
"Who Should Attend? People from organisations or projects that implement, or are considering to implement, open archives. Technical, research and project managers who are interested in the open archives approach."

4th DELOS Workshop, Evaluation of digital libraries: Testbeds, measurements, and metrics, 6 - 7 June 2002, Budapest, Hungary.
"The DELOS Working Group 2.1 of the ERCIM DELOS Network of Excellence on Digital Libraries
"Digital libraries can be viewed from a number of perspectives. They can be new forms of information institutions, multimedia information retrieval systems, or information systems that support the creation, use, and searching of digital content. Digital libraries are not an end in themselves; rather, they are enabling technologies for digital asset management, electronic commerce, electronic publishing, teaching and learning, and other activities. Accordingly, digital libraries need to be evaluated in the context of specific applications. The methods and metrics for evaluating digital libraries will vary by whether they are viewed as institutions, as information systems, as new technologies, or as new services."
"The DL research communities need large test beds in order to be able to evaluate and demonstrate new concepts. Research results are most valuable when they are compared with other approaches and validated against many sets of data. Considering users, collections and systems as the major components of a digital library, evaluations may involve only a subset of these components. Besides the evaluation context, the underlying criteria have to be specified. Also, for comparing different evaluations, specification of the test material employed is essential. Since there are no standard description schemes yet and only little work has been done in this area so far, papers on ongoing research are especially invited."
Papers invited for the workshop were to focus on generalizable metrics or that focus on methods and measures specific to individual digital library contexts. These included, but were not limited to, education, publishing, cultural heritage, science and technology, medicine, sound, and images.
"This workshop should bring together researchers from different fields, such as libraries, publishers, computer science, content providers, user communities, and others, in order to exchange their ideas about DL evaluation."

2002 International Symposium on Technology and Society (ISTAS'02): Social Implications of Information and Communication Technology, 6 - 8 June 2002, Raleigh, North Carolina, USA.
"As the scope and impact of information and communication technology (ICT) has grown, society has begun to struggle with such issues as privacy and security, equitable access, freedom and responsibility in online speech, human-machine interaction, and the impacts of ICT on work, leisure and education. In the rush to develop a faster microprocessor or a “killer” application, it often seems that the engineers and computer scientists responsible for the development of ICT have little or no awareness of these matters. Over the past two decades a growing number of engineers, computer scientists, social scientists and ethicists have begun to focus attention on ethical and socially responsible use of ICT, a difficult task that is compounded by the rapid pace of technological development. The goal of ISTAS’02 is to bring together ICT professionals, computer science and engineering educators, teachers and scholars in the humanities and social sciences, policymakers, students, and ICT users for the purpose of establishing critical dialogue on the social and ethical dimensions of ICT."

7th Biennial Participatory Design Conference, Participation and Design: Inquiring into the politics, contexts and practices of collaborative design work, 23 - 25 June 2002, Malmö, Sweden.
"Since 1990, the Participatory Design Conferences have brought together researchers and practitioners from a variety of disciplines and work traditions, probing the social scope and practices of design of technology. A core concern has been to understand how collaborative design processes can be based on participation of the people affected by the technology designed."
"The involvement of users and the focus on human-centered design, addressing the design of technology 'through the interface', were pioneered by contributions to the Participatory Design Conferences. Debates within the participatory design community have contributed to the development of a new IT design field emphasizing simultaneously the need for thorough studies of the context of use, the relevance of an open and participatory design process, and concern for the political aspects of the technology in use."
"Today the collaborative nature of the design process and the need to involve a large variety of stakeholders has gained wider acceptance. At the same time a fundamental uncertainty concerning the scope and directions for the design of technology has created a growing interest in innovative approaches to participation and design."

Expanded conversations: Collaborating for Student Learning, LOEX West 2002, 26 - 29 June 2002, Eugene, Oregon, USA.
"The concept of the teaching library has never been more in evidence. Library instruction and the role of the library in the higher education curriculum is evolving as academic libraries and their parent institutions embrace the ideals of information literacy and begin to expand the conversation outward - with faculty, with students, with administrators, and with the broader community. As these expanded conversations flourish, a common language and goals develop, leading to collaborations and partnerships to improve student learning. LOEX-of-the-West 2002 will focus on five distinct yet complementary components of these expanded conversations: information literacy, assessment, program planning and design, cultural and organizational change, and e-learning."

DLESE Annual Meeting 2002, Digital Library for Earth System Education, 30 June - 2 July 2002, Ithaca, New York, USA.
"DLESE is conceived of as a community center — an intellectual commons for the global Earth system community — the primary point of contact for students, educators, and citizens seeking access to reliable information about the Earth and the best methods to promote learning about the Earth. The building of DLESE is a coordinated community effort. This incorporates the notion of users-as-contributors: DLESE collections, services, and tools will be developed by the Earth system, education, library, digital library, and information technology communities at large, a distributed network of individuals and partners."
"DLESE now has a limited collection, a search engine, community discussion groups, and resource cataloging capability. The library is ready to use. This year's annual meeting will focus on: a) the use of DLESE by educators, and b) collaborations between educators, developers and collections creators."
"This 3rd Annual DLESE Meeting, sponsored by the National Science Foundation, will focus on the theme Using DLESE...The first goal of the meeting is for groups representing each strand to explore issues regarding the use of DLESE collections and services by producing a preliminary version of a lesson, curriculum, or educational unit by the end of the meeting. A second goal is to initiate partnerships to develop tools, services, and collections to support the use of DLESE in specific disciplines. These activities will result in usable DLESE resources and provide valuable feedback to DLESE developers."
"Who should attend? DLESE is anticipating strong participation from teachers, curriculum developers, materials developers, service providers, and library creators. This meeting will provide a unique opportunity for these stakeholders to collaborate and participate in DLESE's continuing development."
