  • Making Good on the Promise of ERM: A Standards and Best Practices Discussion Paper, by the ERM Data Standards and Best Practices Review Steering Committee, NISO, January 2012, ISBN: 978-1-9357522-00-1.

    From the Abstract: "This publication is the outcome of the NISO Electronic Resource Management (ERM) Data Standards and Best Practices Project, a successor to the Digital Library Federation's Electronic Resources Management Initiative (ERMI). The project's primary goals were to perform a 'gap analysis' of standards and best practices and make recommendations on the future of the ERMI Data Dictionary. The standards review and findings focused on five categories: link resolvers and knowledge bases; the work, manifestations, and access points; cost and usage-related data; license terms; and data exchange using institutional identifiers."

    "This is a code of best practices in fair use devised specifically by and for the academic and research library community. It enhances the ability of librarians to rely on fair use by documenting the considered views of the library community about best practices in fair use, drawn from the actual practices and experience of the library community itself."

  • UK Scholarly Reading and the Value of Library Resources: Summary Results of the Study Conducted Spring 2011, by Carol Tenopir and Rachel Volentine with assistance from Donald W. King, Joint Information Systems Committee (JISC), February 2012.

    From the Executive Summary: "The Scholarly Reading and the Value of Library Resources project measures the value and outcomes from access to scholarly publications in six universities in the UK. It seeks to answer questions such as: How do academic library collections support research and teaching activities? What is the value and outcome of scholarly reading for academic staff? How do reading patterns of articles, books, and other materials differ? It provides evidence that the library has an integral role in the university's mission of research and teaching, not just a supporting one, with scholarly journal provision benefiting staff and students alike. It provides further evidence that a well-resourced library may have a correlation to the overall strength and success of the institution."

  • Communicating Science and Engineering Data in the Information Age, Panel on Communicating National Science Foundation Science and Engineering Information to Data Users; National Research Council, 2012.

    "The National Center for Science and Engineering Statistics (NCSES) of the National Science Foundation (NSF) communicates its science and engineering (S&E) information to data users in a very fluid environment that is undergoing modernization at a pace at which data producer dissemination practices, protocols, and technologies, on one hand, and user demands and capabilities, on the other, are changing faster than the agency has been able to accommodate. NCSES asked the Committee on National Statistics and the Computer Science and Telecommunications Board of the National Research Council to form a panel to review the NCSES communication and dissemination program that is concerned with the collection and distribution of information on science and engineering and to recommend future directions for the program."

  • Transforming/Reshaping JISC, JISC Transition Group February 2012.

    "...the Wilson Review concluded that JISC is an invaluable national (UK) resource and recognised the major contribution it has made to the success of FE and HE over the years. However, it also recognised that JISC had grown organically over a long period, rather than being explicitly designed for purpose and that, in addition and as with all other publicly-funded bodies, it now faces the need to operate within stringent new financial realities....The Review, therefore, identified seven key recommendations to recast JISC for the future. These included the need for JISC to transform itself into an even more focussed and effective organisation, as a 'community owned' separate legal entity." This report presents the recommendations for transforming JISC.

  • AIMS Born-Digital Collections: An Inter-Institutional Model for Stewardship, White Paper, AIMS Work Group, January 2012.

    From the Introduction: "One of the primary research outputs of the AIMS project is the AIMS Framework: The Functions of Stewardship. The Framework attempts to map an emerging world combining traditional archival practices with new technologies. While traditional practices evolve (one need only witness the impact of Greene & Meissner's article on 'more product, less process' (MPLP) methodology2 as evidence of this), the increasing sense of urgency at institutions for a scalable methodology of acquiring and processing born-digital materials will change the traditional paradigm even more."
